Guizhou issued several measures for promoting economic development in Q1 2024 02-21-2024

Summary: In late Jan. 2024, the People's Government of Guizhou Province issued several measures for guiding the work of economic development in Q1 2024 across the province.

To achieve a "good start" in the provincial economic work in Q1 2024, on 29 Jan., 2024, the People's Government of Guizhou Province issued multiple guiding measures, covering resumption of work and production after the Spring Festival (mid-Feb. 2024), production power consumption, phosphorus chemical industry, and spring ploughing.

 

Promoting resumption of work and production after the Spring Festival

The province will develop relevant supervision and assistance plans to supervise large enterprises such as industrial enterprises above designated size and agricultural leading enterprises at or above the provincial level, ensuring that the resumption rate of key enterprises and on-going projects reaches over 50% by 18 Feb. and 100% by 25 Feb.

 

Increasing electricity production and supply

During the Chinese New Year, electricity prices will be implemented according to prices during off-peak and valley periods, thus encouraging enterprises to continuously produce and consume more new energy electricity during the holiday; the province will also provide electricity subsidies during the holiday. Guizhou will adjust water and thermal power generation, increase power production and supply, and achieve a daily power generation of over 450 million kilowatt hours for thermal power, a peak power generation capacity of over 21 million kilowatt hours for coal-fired power units, and a total power generation of over 58 billion kilowatt hours in the province.

 

Accelerating the development of phosphorus resource deep processing industry

Guizhou Province will initiate and implement a batch of key exploration projects for advantageous mineral resources, and formulate financial support policies for phosphorus resource centralised mining platforms to accelerate the release of production capacity for projects such as Guizhou Phosphate Chemical Group Co., Ltd.'s 400,000 t/a wet-process purified phosphoric acid project. It will speed up the construction of a number of major projects, including the 180,000 t/a phosphorus cathode material project of CNGR Advanced Materials Co., Ltd. in Kaiyang County, Guiyang City and the new material and electronic chemical project of Nantong Jiangshan Agrochemical and Chemicals Co., Ltd. and Wengfu (Group) Co., Ltd.

 

Ensuring timely agriculture work in spring

The province will adjust the transportation and supply of agricultural materials such as seeds, fertilisers, and pesticides, strengthen the management of 5.5 million mu of vegetable fields, and achieve vegetable and edible mushroom yields of 7.8 million tonnes and 500,000 tonnes respectively; Guizhou will build 250,000 mu of high standard farmland in the form of additional treasury bond funds.
